Planning Commision Meeting Minutes

I. Call to order and attendance — 7:00 p.m.
II. Review and approval of January 16, 2007 minutes — Minutes were approved
III. Zoning Administrator Report — LaMar was on vacation so there was no written report but he did provide verbal comments on the Alanson Library preliminary review renovation and the Verizon Cell Tower fence.
IV. Old Business — LaMar stated that there is now a 4 -5 foot fence surrounding the Tower only not as per the blueprints that were approved. It is still an inviting target for potential trouble as it stands today. It was discussed and determined that Dick Weidenhamer would contact the School and/or Verizon to verify their schedule of completion for installing a permanent fence.
V. New Business
a. Alanson Library — A request for the Board to review the preliminary plans for the renovation of the Community Center for the Library expansion. The drawings presented asked for a potential variance to allow for a covered entryway and steps off Warren Street. After much discussion of usage requirements, relocation, and possible redesign it was determined that there was not enough information on the exact location of the covered extension to come to a conclusion. It was requested by the Board that to validate whether a variance would still be needed it needs the blueprints to show the exact property line location, street right-of-way boundary and building location together on a drawing. It was noted that granting variances to new designs, with other options available not requiring a variance, was not a path the Board wished to take.
VI. Planning Commission Administration
a. Village of Alanson Web Site - Added Zoning Manual & Zoning Request form — John stated that in his upgrading of the Villager of Alanson Web Site there was an opportunity to add an electronic version of the Zoning Manual and the Zoning Application Form. The documents are not officially approved by the Board or Village Council but are the truest representation of a complete electronic manual available and the form would serve until both can be reviewed by the Board. It was decided to leave them on the Web Site for now.
b. LaMar asked if there was any movement on his suggestion for a meeting of the Village Council and the Zoning Board to review the Board of Appeals process for a better coordinated effort in light of the resignations of LaMar and John (see January 17, 2006 minutes). Dick replied nothing had taken place as yet to which the result was that the resignations still stand.
